EU Heads of State and Government welcomed the historic agreement reached at COP21 in Paris and invited the Commission and the Council to assess the results by March 2016, in particular as regards the 2030 climate and energy policy framework, and to prepare the next steps. The Environment Council adopted conclusions outing the EU`s position ahead of the UN climate change conference in Paris. Ministers agreed that the EU would strive to reach a legally binding and dynamic agreement to keep global warming below 2°C. Tubiana, a veteran of 20 years of fighting climate change and international negotiations, is convinced that there is no reason to fear that a temporary withdrawal of the United States from the agreement could lead other countries to follow it, like the Kyoto Protocol. On 4 November 2019, the United States notified the depositary of its withdrawal from the Agreement, which will take effect exactly one year after that date.
